COMPLIANCE OFFICERS & COMPLIANCE PANEL

E4ethics operates independently from EFPIA and MedTech Europe, via a common compliance team composed of two Compliance Officers and three Compliance Panel members, to ensure objectivity and independence in conference assessments.

The  Compliance Officers operate under the supervision of the MedTech Europe Compliance Panel, commonly referred to as the Compliance Panel. It is an independent body composed of three members which role is to ensure the impartiality, independence, competence, and integrity of the decision-making process and to prevent conflicts of interest. They oversee the CVS and its day-to-day management on which neither MedTech Europe Secretariat/Members nor EFPIA Secretariat/Members has a say. They also provide guidance and interpretation of MedTech Europe Code’s provision however they do not provide such services to EFPIA members. For guidance and disputes relating to the EFPIA Code of Practice, EFPIA members need to refer to EFPIA procedural requirements. The Compliance Panel also hears appeals made by the stakeholders on an existing CVS assessment. They act as a last decision-making instance an any appealed assessment.

The MedTech Europe Compliance Panel is composed of three members:

  • Arthur Muratyan, Chairman of the Compliance Panel. Lawyer, former Head of Legal Corporate and Global Compliance Officer at SANOFI, Secretary General of ETHICS (International Society of Healthcare Ethics and Compliance Professionals), member of the Board of Directors of the French Committee of the International Chamber of Commerce, Paris, France.
  • David Horne, former EDMA Executive Committee member, President of BIVDA (the British In Vitro Diagnostics Association).
  • Jean-Claude Najar, retired lawyer (Coudert Frères, Curtis Mallet-Prevost Colt & Mosle, Lazareff Le Bars); former General Counsel and head of compliance of GE Medical Systems EMEA, of GE Oil & Gas, and former Senior Counsel & Chief Compliance Officer of GE Capital EMEA; member of ETHICS (International Society of Healthcare Compliance & Ethics Professionals).

Their role is further defined in the Code’s Procedural Framework and Internal Procedure document.
